No. Only your company, as the employer, can apply for a Single Permit through Identità. We recruit, screen, and coordinate candidates for you - your business submits the application and remains responsible throughout.
Before most new overseas Single Permit applications, the employer must complete Malta's vacancy-advertising requirement, normally keeping the role advertised through Jobsplus/EURES for at least three weeks within the previous two months. We can point you toward what's involved, but the advertising and compliance process is best handled with your own HR or immigration adviser.
Three pillars: construction (electricians, plumbers, steel fixers), engineering (civil engineers, technicians), and industrial skilled trades (machine operators, welders, fabricators). Construction is where the gap is widest right now, but the other two aren't far behind.
Sourcing and screening candidates usually takes a few weeks. The Single Permit application itself is allowed up to four months by law, though Identità's own figures show the average processing time runs closer to two months - your HR or immigration adviser can give a more precise estimate for your case.
No - smaller and newer employers can hire TCNs (third-country nationals), but Jobsplus applies employer-eligibility and workforce checks. This includes existing workforce composition, redundancy history, workforce-growth limits, and other compliance factors - worth checking with your adviser if you're a newer or smaller business.
Since 1 March 2026, new or still-abroad TCN applicants generally have to provide Malta's Pre-Departure Course certificate as part of the work-permit process. For non-tourism sectors such as construction, this applies to new and still-abroad applications, subject to exemptions - your HR or immigration adviser can confirm whether a specific candidate qualifies for an exemption.
